Healthcare Reform : Whitehouse version

Healthcare reform continues to infuriate progressives like me. The white house version released yesterday more than managed to do the same. I am still researching on the details (it's up on whitehouse.gov). Here are three points to take note of -

1) No public option in this version too.
2) The maximum %age of income one can be charged as health insurance premium cannot exceed 9.5% (this was 9.8%) earlier.
3) The penalty for not having insurance has been increased to 2.5% of annual income.
